축제의 전문화가 필요하다(The specialization of the festival is necessary)

    지역축제 전문화는 지역의 특성과 역사를 반영하면서 지역 문화자원을 이용하는 효과적인 지역발전 전략이다. 이는 지역민들의 공감과 협조를 통한 최선의 지역발전 방안이라고 할 수 있다. 따라서 지역축제 전문가는 지역축제의 기획 및 운영에 대한 전문적인 지식과 경험이 필요하며, 지역축제의 성격과 특성을 이해하고 지역사회와의 소통 능력이 무엇보다도 필요하다.

    현재 우리나라에서 지역축제 전문가를 통해 지역축제를 성공시킨 사례로는 진주남강유등축제, 충남 보령머드축제, 전북 김제지평선축제 및 경북 안동국제페스티벌, 전남 함평나비축제를 비롯하여 수효가 늘어나고 있다.

    지역축제는 지역경제 활성화와 관광객 유치에도 큰 도움이 될 뿐만이 아니라 지역민들의 문화적 자존심을 높여주고, 지역민들과 관광객들이 함께 즐길 수 있는 문화공간을 제공하기 때문에 지역축제 전문가를 활용하는 것이 바람직하다. 다만, 지역주민의 참여가 떨어지고, 지역주민의 요구와 관심사를 반영하지 못하면, 지역주민과 전문가 사이에 갈등 요인이 있을 수 있다는 점을 간과하여서는 안 된다.

    최근에는 지역주민들을 직접 전문가로 만드는 교육 및 훈련과정이 활성화되고 있다. 김제시 지평선축제 제전위원회에서는 한국문화관광포럼과 연계하여 축제이벤트 경영사 교육과정을 개설하여 전문가를 양성하고 있다. 주민참여를 통한 마을 공동체 활성화와 함께 축제를 삶이 현장으로 끌어들여 축제 주체이면서 전문가로서 자부심도 불어넣을 수 있다. 충남 홍성을 중심으로 일고 있는 주민공동체 활성화와 마을문화 기반 조성으로 “품앗이 마을축제”도 축제 전문가의 아이디어로 만들어진 대표적인 축제 형태라고 할 수 있다.

    축제는 관주도의 행사가 아니라 체계적이고 전문 교육을 받은 실행 경험이 풍부한 축제 전문경영인 또는 축제 관련 전문 자격증을 소지한 사람이 지역축제를 할 수 있는 토양이 만들어져야 한다.

    지역축제 관련 인원 충원에 있어 축제 관련 전문가 채용이 제도화되어야 하고, 안정적으로 지역축제에 전념하게 할 수 있는 구조가 만들어져야 한다. 최근 일부 지방자치단체에서 전문성을 갖춘 축제 전문경영인 또는 축제감독, 축제재단 등을 만들어 축제를 운영하는 것도 이러한 맥락이라고 할 수 있으며, 이를 법적으로 제도화시킬 필요가 있다.
