지역문화재단 이대로 괜찮은가?(Is the local cultural foundation okay like this?)

    문화재단은 지역민에게 공평한 문화예술 활동, 교육, 향유의 기회를 제공, 확대하고 지역 문화예술의 발전을 위한 핵심 기관이며 지역마다의 특색 있는 문화정책을 전문적이고 효과적으로 추진하기 위해 지방자치단체로부터 지원을 받아 설립된 공익적 성격을 가진 재단법인이다.

    1997년 경기문화재단이 우리나라의 첫 광역문화재단으로 출범하게 된다. 이듬해인 1998년에는 강릉문화예술진흥재단이 기초문화재단으로는 최초로 설립되었다. 이후 문화재단은 꾸준히 설립되어 코로나팬데믹이 극심했던 2020년 기초문화재단은 86곳이었지만 2021년에는 기초문화재단이 104곳으로 코로나 팬데믹을 겪는 중에도 문화재단의 수는 꾸준히 증가하여 2022년 기준 지역문화재단은 광역문화재단 17곳 기초지역문화재단 117곳에서 설립되어 있다.

    이처럼 어려운 상황 속에도 지역문화진흥을 위한 지방자치단체들의 문화재단 설립을 위한 움직임은 활발하다. 하지만 재단의 운영에 필요한 재원 마련에 대한 고민은 여전하며 재원의 많은 부분을 정부와 지방자치단체의 출연금과 보조금을 통해 운영예산을 지원받고 정부의 공모사업지원 및 지자체의 사업을 위임 혹은 위탁을 받아 재단운영에 필요한 자금을 마련하고 있다.

    정부와 지자체에 대한 재원 의존도가 높은 경우 문화재단의 운영이 우선순위가 되어 정부와 지자체의 공모사업과 위탁사업에 집중하게 되고 문화재단의 설립 목적인 지역문화 진흥과 지역민을 위한 문화예술 향유와 보급, 문화예술교육에 대한 투자와 집중은 어려워지게된다.

    문화재단의 재정 자립에 대한 문제는 1997년 경기문화재단 설립 이후부터 지금까지 문화재단의 성장과 존립에 있어 중요한 과제이다. 정부와 지자체의 지원금의 규모는 매해 변동성을 갖기 때문에 문화재단이 자립적인 재정 안정화를 확보하지 못한다면 문화재단의 안정적이고 주도적인 사업 추진 및 운영이 어려워진다.

    2020년부터 약 3년간 코로나 팬데믹이라는 국가적 비상상태에 직면하게 되고 국가와 지방자치단체의 모든 역량이 코로나 방역에 집중되면서 문화예술계는 어려움을 겪어왔다. 정부와 지방자치단체가 어려움에 직면하면 문화재단에 대한 지원 또한 어려워지기 때문에 국가와 지방자치단체의 지원과 더불어 문화재단 스스로 자립할 수 있는 재정적 체력을 확보해야 한다.

Since then, there have been 86 basic cultural foundations in 2020, when the coronavirus pandemic was severe, but in 2021, there were 104 basic cultural foundations, and the number of cultural foundations has steadily increased, and as of 2022, local cultural foundations are established at 117 basic local cultural foundations in 17 regional cultural foundations.

    Despite such a difficult situation, local governments are actively moving to establish a cultural foundation to promote local culture.     The issue of financial independence of the cultural foundation has been an important task for the growth and existence of the cultural foundation since the establishment of the Gyeonggi Cultural Foundation in 1997. Since the size of government and local governments' subsidies fluctuates every year, it becomes difficult for the cultural foundation to promote and operate stable and leading projects if the cultural foundation fails to secure independent financial stabilization.


    For about three years from 2020, the culture and arts community has been struggling as the country faced a national emergency of the Corona pandemic and all capabilities of the state and local governments were focused on Corona quarantine. When the government and local governments face difficulties, support for cultural foundations will also be difficult, so they should secure financial stamina to stand on their own, along with support from the state and local governments.
